Biden Says $1.75 Trillion Spending Package Is ‘Fully Paid For’

President Joe Biden said in a speech at the White House after his private meeting at the Capitol that Democrats have an “historic framework” for a $1.75 trillion package of climate and social-welfare measures he calls “Build Back Better.” He says the bill is "fully paid for."
